Responsible for the effective implementation of health & safety programs to ensure compliance with both legal and company health & safety requirements. This person will undertake risk assessments, site audits, investigate and report accidents. This person will provide health and safety training and advice to employees at all levels, establish and provide procedure for safe systems of work in line with best practice and implement occupational hygiene monitoring programmes. This person will establish close links with line managers guiding them to produce operating procedures for effective risk assessment and aid in identifying priorities and programmes.
Specific responsibilities:
1. Safe practices and procedures.
Ensure complete familiarity and compliance with statutory and company health & safety requirements
Carry out regular safety audits in all areas and ensure any corrective actions recommended are implemented
Establish close links with line managers guiding them to produce operating procedures to effective risk assessment and aid in identifying priorities and programmes
Provide health and safety training to employees and ensure appropriate records are maintained
Establish and advise on procedure for safe systems of work in line with best practice
Establish and implement occupational monitoring programmes including regular air quality monitoring programmes
Carry out hazard analysis and risk assessment on existing and new processes and equipment
Investigate all accidents , complete detailed reports and ensure corrective action is implemented
Keep Company Safety Statement updated
Carry out routing meetings with Safety Representatives Committee, produce minutes and action items
Ensure statutory engineering inspections are carried out and record maintained
2. Substances in use.
Control and co-ordinate all health & safety data sheets to ensure all substances are controlled in accordance with requirements
Ensure all areas have current copies of MSDS sheets and necessary information for emergency response
Ensure transport, storage use and disposal of all materials is in accordance with statutory requirements
Ensure all personnel using such substances are aware of the hazards practices and procedures associated with their use and have received the necessary training
Ensure relevant licences from the Radiological Protection Institute are obtained and that conditions are adhered to.
Ensure personal samplers are returned for analysis and records of results are maintained
Carry out routing checks on all equipment with radioactive sources and ensure monitoring instrumentation is appropriately calibrated
3. Fire & Emergency.
Carry out appropriate administration on the fire alarm system check completion of appropriate records and logbooks, authorisation and review of any works logged in the fire alarm log book
Ensure routing maintenance, testing, training and monitoring of fire alarms is carried out
Ensure the site emergency plan is adhered to and continuously updated
Regularly review emergency equipment including all fire appliances, fire walls and doors to ensure they are appropriate and in good working order
Ensure emergency equipment is appropriate maintained with records is in place
Ensure all emergency response personnel are trained and that all personnel on each shift are familiar with the emergency response personnel on their shift
Ensure each area has a trained fire warden
Ensure evacuation lists are in place and regularly updated
Ensure an appropriate “ Hot Works Permit” System is in place and regularly reviewed
4. Noise.
Carry out regular audits of noise levels in all working areas and ensure appropriate records are maintained
Ensure appropriate protection is in place for all employees including notices, PPE and work practices and procedures
Ensure appropriate awareness training is carried out with all employees
The ideal candidate will possess the following qualifications & experience:
- Hold a relevant degree ( Science, Engineering or equivalent) including a post graduate qualification in safety( Diploma/IOSH membership)
- Have at least two years relevant work experience
- Be fully conversant with relevant legislation and best practice
- Hold a clean driving licence
- Have the ability to work in a variety of team settings
- Be energetic, ambitious, enthusiastic, flexible attitude
- Be computer literate
- Have the ability to analyse data, interpret results & communicate plan to employees at all levels
- Have the ability to work with precision, accuracy and reliability
- Be able to work independently with minimum supervision
