Job De
The HSE Engineer will maintain health, safety and environmental programs to assure compliance with Xxxxxx and China Regulatory requirements for XXXX at the Zhang Jiang R&D Facility. The position will interact with many different functional units including the research and development community, facilities and administrative organizations. The position requires active participation in projects involving new procedures, audits, HOS-HSE and facility design to assure consideration is provided for health, safety, environmental, loss prevention and product stewardship concerns.
Responsibilities:
• Work with employees, consultants, contractors and local officials to ensure appropriate procedures and permits are in place and current. To ensure all systems are operated and maintained in accordance with local regulations and Xxxxxx policies.
• Work with the technology teams to ensure appropriate identification of HSE risks, to implement & maintain controls for all projects through the SOP/EOP systems. These include working with chemical synthesis, mechanical equipment and electrical hazards for electronics, control systems, electrical classification of equipment, high pressure equipment and testing, etc.
• Organize, facilitate and provide HSE training to ensure employees develop the necessary HSE skills and knowledge to meet Xxxxxx and China Regulatory requirements. update and/or develop lab HSE policies and procedures as needed.
• Continuously improve the process to investigate incidents, compile, analyze and disseminate incident information; identify and monitor implementation of corrective actions. Be the owner of the incident/near-miss investigation procedures & processes.
• Track HSE corrective actions and work to ensure accountability is assigned to the appropriate individual.
• Lead audits at the lab facility and audit evaluations for tolling operations that we use for NPI programs.
• Develop and implement the Xxxxxx HSE Management System.
• Drive waste minimization and implement productivity improvements within the HSE discipline. Continuously improve safety improvement programs, health & wellness efforts, environmental protection projects & conservation activities.
• Learn and participate in Corporate HSE audits, programs and initiatives in the region.
• Monitor PHA's for projects, equipment installation, modifications, and new product introductions for the labs. Responsible to lead key PHA's, and to support training for all PHA trained employees. Champion process safety reviews and/or Job Safety Analysis.
• Establish objectives and metrics in alignment with overall company and SM business HSE vision.
• Direct a strong safety awareness program to drive safety culture change, insisting on consistent implementation of policies and procedures.
• Create continuous improvement process to assess HSE events and their root causes and affectivity of corrective actions implemented.
Key Skills & Attributes Required:
• Possess a thorough knowledge of health, safety, and environmental theories, processes, practices, governmental regulations and requirements.
• Good understanding of basic chemistry, chemical engineering, mechanical and electrical skills.
• Possess and demonstrate strong leadership and interpersonal skills (written & verbal) with the ability to work effectively and influence all levels of company, community, and regulatory agency personnel.
• Customer oriented, strategic thinker, focusing HSE efforts on business needs.
• Highly motivated self-directed individual able to manage multiple tasks, projects.
• Experience in a MNC.
Education / Experience Requirements:
• Ability to communicate well in English and Mandarin, verbally and in written form.
• 3-5 years of progressive working experience in HSE or related field in Multi-National Companies. Laboratory environment HSE implementation experience is preferred.
• Minimum bachelor degree in engineering, chemical, mechanical, or occupational safety, health, industrial hygiene from an approved university preferred.
• Proficiency with Microsoft Office applications is required.
• Certified Safety Engineer qualification from State Administration of Work Safety is required.
• Prior experience in mechanical, electronic, electrical and/or chemical manufacturing or research and development work environment. Engineering project management is an advantage.
• Experience with HS&E management systems such as ISO/RC 14001, ISO/OHSAS 18001 or other related HSE management systems is an advantage.
• The individual is expected to work safety at all times and to actively participate in the group's safety program. Will be required to wear Personal Protective Equipment such as safety glasses (w/side shields), safety shoes, goggles, gloves, respirators, etc - depending upon activities.
